COMMISSIONERS’ PROCEEDINGS
Week of April 26, 1999
Commissioners Samuel G. Duncan, Paul J. Kimmell and Loreca J. Stauber met in
regular session. The following actions were taken:
Approved, signed and filed Commissioners’ Proceedings for the Week of April
19, 1999.
Approved, signed and filed bulk mailing request from South Latah County
Highway District.
Motion and Order to approve the telephone upgrade proposal and
recommendation as prepared by Carol Alexander, Telecommunications Manager
for a courthouse-wide telephone upgrade by GTE in the amount of $71,453.00
and direct the County Auditor to proceed with the necessary steps to adjust
the budget. Contract subject to review by Civil Counsel.
Motion and Order to approve the Chair’s signature on the enhanced 911
service application as revised.
Motion and Order to authorize the Chair’s signature on the Computer Arts Law
Enforcement Records Management System Contract and Changes and Costs
Addendum with Latah County with the revisions/alterations as noted.
Approved, signed and filed request for cancellation of taxes due to hardship
on parcel number MH 02CT 000 31AA.
Approved, signed and filed successful completion of three-year employment
increment and subsequent pay increase for Sandy Kilborn, Certified
Appraiser. Table of Organization, Assessor, Revaluation department 02A,
line 05. Date effective May 1, 1999.
Filed resignation of Dock White, Patrol Deputy. Table of Organization
Sheriff’s Operations, department 04B, line 18. Date effective May 6, 1999.
Approved, signed and filed request for tuition aid to North Idaho College by
Travis Lee Catt.
Filed resignation of Doris K. Williams from the Area Office of Aging,
effective immediately.
Filed claim for damages under the Idaho Tort Claims Act by Thom Williams
against Latah County Commissioners Sam Duncan, Paul Kimmell and Loreca
Stauber; Clerk of the District Court of Latah County and Terry Leno,
Administrator, Latah Health Services, Inc. in an amount not to exceed
$50,000.00.

Convened in Executive Session at 11:08 a.m. on April 26, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 11:50 a.m.
Approved, signed and filed Latah County Ordinance No. 202 - Board of
Commissioners’ Meetings. This is an ordinance establishing regular meeting
times for the Latah County Board of Commissioners, establishing rules and
regulations for the conduct of such meetings and repealing prior Ordinance
Number 200.
Motion and Order to uphold the denial of solid waste fee adjustment for
parcel number MH 23CT 00 008, dated April 19, 1999.
Convened in Executive Session at 8:37 a.m. on April 27, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 10:02 a.m.
Approved, signed and filed letter of intent to Latah Soil and Water
Conservation District for $8,000 during state fiscal year 2000 to carry out
an active conservation program, as outlined in their annual work plan
supplied to Latah County Board of Commissioners on April 21, 1999. The
State of Idaho may match the county funds received by the Latah Soil and
Water Conservation District not to exceed twice the county allocation
provided the State legislature appropriates adequate funding to meet the
requested match.
Convened in Executive Session at 9:17 a.m. on April 28, 1999, to discuss
records that are exempt from public inspection, indigent cases, pursuant to
Idaho Code Sec. 67-2345 (1)(d); adjourned at 9:40 a.m. Five (5) cases
approved and no (0) cases denied.
Convened in Executive Session at 3:37 p.m. on April 28, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(d). Adjourned at
5:00 p.m.
