3. White Avenue to Carmichael Road Cooperative Agreement/Resolution - Gary
Presol
Idaho Transportation Department requires execution of a resolution in
conjunction with the White Avenue/Carmichael Road pathway project.
Council Agenda Item #2
ACTION: Recommend adoption of Resolution in support of agreement.
4. EPA 319 Grant for Paradise Creek - Gary Presol
The final version of the EPA 319 Grant Application for mitigation of
non-point source loadings to improve water quality for the Paradise Creek
watershed has been developed. Total grant request is $1,123,926.00. The
total project cost is $1,964,673.00 which includes all local matches. The
urban riparian restoration portion of the project (page 22 of the grant
application) which will improve Paradise Creek within the City limits, has
a grant amount allocation of $364,725.00. The City agrees to a $200,000
match for the grant monies. The source of the $200,000 City match would
come from the wastewater treatment plant reserve account in that
improvements to Paradise Creek as planned will help mitigate the concerns
of phosphorus and temperature loadings in Paradise Creek. Previously
reviewed by Public Works/Finance Committee January 25, 1999.

ACTION: Recommend authorization of Mayor's signature on letter of
support for the project and authorize budgeting of match monies from the
Wastewater Treatment Plant reserve account.
