1. Approval of Minutes of February 8, 1999
2. Review of Taxicab Ordinance - Randy Fife
The proposed amendments to the Ordinance include eliminating the requirement that taxicabs stop at railroad crossings, increasing minimum insurance limits, requiring drug testing following accidents, and simplifying and clarifying the general language.

ACTION: Recommend approval of Ordinance; or such other action as deemed appropriate.
3. Resolution regarding Tree Planting Dedication Fund Guidelines - Roger Blanchard
The Resolution gathers in one location the procedures and guidelines related to the Tree Planting Dedication Fund so that citizens can become aware of the program.

ACTION: Recommend approval of Resolution.
4. Amendment to Recycling Agreements - Gary Riedner
Proposed amendment to Recycling Agreements to suspend provisions related to collection of tipping fee for acceptable materials where recyclables are generated in Latah County beyond City limits.
ACTION: Recommend approval of changes to agreement; and authorization of Mayor's signature thereon.
5. Application for Beer/Wine Restaurant License Certification - Gib Myers
Smokehouse Charlie's of 313 S. Main has submitted an application and fees for a restaurant beer and wine license. (Council Agenda Item #1C)
ACTION: Recommend approval to issue license for beer/wine and restaurant certification to Smokehouse Charlie's pending approval of inspectors, police department investigation, and obtaining required State and Latah County licenses.
6. Household Hazardous Waste Day Agreement - Gib Myers
Annually the City of Moscow sponsors a household hazardous waste collection day for the citizens of the community. A part of this
