> (Caldwell) -- Taxpayers could get stuck with the bill from
>the expected legal challenges to Canyon County Sheriff George
>Nourse's plan to use dogs to sniff out drugs in parking lots.
> Nourse hasn't yet started the policy and has been seeking public
>comment.
> He asked Canyon County Prosecutor Dave Young to research the
>plan, and Young's office produced a 23-page legal document that
>cites several legal cases involving drug dog searches.
> But Jack Van Valkenburgh, executive director of the American
>Civil Liberties Union of Idaho, says the idea appears to violate
>residents' basic rights.
> Van Valkenburgh says it's offensive to the principals of the
>Bill of Rights.
> Nourse has 11 drug dogs, and officers currently are training
>another dog to sniff out marijuana, cocaine, methamphetamine and
>heroine.
> Under the plan, the drug dogs would be able to search anywhere
>the general public is allowed to go. They wouldn't be able to
>search private property.
