No, it will just move the problem to a different level.  This problem
exists wherever there is the ability to hire and fire.  The commissioners
could fire the county manager, the manager could fire the sheriff, etc.,
resulting in lawsuits.

I am familiar with current system of electing the sheriff, etc., and I am
comfortable with it (to whatever extent I am comfortable with our electoral
system).  I, personally, choose to remain with the status quo.
