Does anybody feel the City of Moscow would be a lot better off if the
police chief were elected? I don't, but the people who oppose changing the
present form of county government suggest, in postings to vision2020, that
all kinds of good-old-boy (and, I guess, good-old-girl) abuse are the
natural consequence of not directly electing every government official.
