Thank you, Linda Pall, for your informative afternoon note of July 18 regarding the "Pool
Construction Committee".
I have two questions for which I ask that you insistent on getting answers before bids are
pursued:
1) What elements must the pool facility design contain so we may cover all or part of it,
say with a "bubble", at some future time?
2) What elements must be included to permit pool facility dressing rooms to also serve as
dressing rooms for other athletic complex elements to be built in future years, as for
example, a "court facility"?
COMMENTS:
1) Covering all or part of the pool facility could enable year around operation. In the
near or longer term future, we may find this desirable and fundable. If the original pool
facility is designed appropriately, perhaps it could enable a full or partial covering
without excessive retrofit expenditures. To the contrary, perhaps an inappropriate design
for the initial pool project would force exorbitant retrofit costs later?
If simple, no-expense, on inexpensive elements of design can be included, now, to enable a
covering later, then we should do it, in the best interests of greater public use for
expenditures rendered.
I am led to believe that the "outside" pool experts with which we are or have been dealing
have had experience with covering pools in the northern Middle West, or am I not
remembering correctly? If so, shouldn't they be able to answer the questions, easily,
insofar as deciding whether to include future capability of covering in the bid specs
about to be set tomorrow night at the City Council meeting?
2) I envision that the new pool facility will spark the generation of a comprehensive
athletic complex over the years ahead. At UI, one can use a common dressing room whether
one chooses to use the pool, court facilities, weight rooms, or outdoor workouts, and so
on.
Doesn't it make sense to save public monies over the long run be designing the pool
facility dressing rooms so they can serve other workout/recreational activities in the
future, as well?
On both of the above, ultimately the City of Moscow does not have to accept the above
features which I suggest, in a bid, but if we do not ask for such features to be
addressed, we will not know whether these elements could be included in the initial pool
project for no, or little, extra cost, while leaving them out could invoke large costs
with future projects later.
