Probably applicable as a complaint from the high schoolers as well.
I've been in Moscow one month. I don't know exactly what surrounds the high
school and I lack much specific information about this parking problem.
However, I went to Boise High School in the late 80s and we had a very similar
problem. Myself and another drafting student actually worked for the school
drafting the layout of the school structures and the surrounding streets in
order to help discover the magical solution to parking at the high school.
They never solved this during my term at the school, but things are different
now - I don't know if they're better - just different. A Moscow school
official might want to consider contacting someone from Boise High school to
determine what they did. (The parking used to be parallel or both sides. At
least one street is now diagonal on one side and either parallel on the other
or no parking. Some system of residential permits was started to protect the
parking ability of a resident.)
One thing I haven't seen mentioned is the laziness of students at this age.
We used to spend five or ten minutes looking for a spot that was half a block
closer. We were in the prime of our lives and we didn't want to walk two
blocks to school. We were usually running late also. Lots of accidents.
I don't know if this was mentioned, but how about residential and student
permits? No parking without one or the other. Possibly the school or city
could charge for the student permit but that might not fly legally.
