How then do you explain the Moscow pool committees report that an indoor
year yound pool in Moscow would cost between 5 and 8 million, but Pullman's
pool will only cost 2.1 million?  Certainly size and features would have
something to do with the cost difference, but not enough to justify that
large of a difference.  The private sector must deal with competitors.  The
public sector does not, because competition is severly limited by rules and
regulations.  A contractor bidding on a public works project must jump thru
many hoops just to qualify as a bidder, but only needs to be low bidder on
a private project.
