WSU Incinerator

I've done some checking around regarding the new WSU      
incinerator and this is what I am told:

-- incinerators do not eliminate hazardous waste, they merely 
   change the form of the waste. Often, volatilized chemicals are
   potentially more dangerous than a liquid or solid form.
  
-- Dioxin levels from the Spokane incinerator are "hellishly" high.

-- At WSU the new, larger incinerator, while more efficient than the          
old one, will allow it to burn more stuff - effectively increasing          
rather than decreasing the total emissions.
