Re: proposed changes to list

I would like to have proposals 1 and 2 be implimented. I agree with what Dale
wrote regarding moderating the list. Oh, and please note that a person must
submit a full name and an ADDRESS to become a list member (but does not
neccessarily need to post their address on postings to the list)
