changes to list

I am in favor of the changes proposed by the steering committee.

We have already lost some very important subscribers, i.e., some members of
the Moscow City Council, and I regret very much that because of some
postings  of a personal nature on this list we now will not have the ears of
some important policymakers. I hope we can regain those subscriptions if the
proposed changes in the list accomplish the objectives.
