We really do need to have some good information on the following:

average number of days the outdoor pool was used over ten (15?) years.

how many days it shut down early.

how many days it was closed for poor weather

whether the school district could incorporate swimming into the phyiscal
education program and ensure swimming lessons for all students

in what cities indoor pools lost money and why

in what cities outdoor pools lost money and why

cost sharing possible with groups using the pool(s) other than the general
public

Others?
