The Bill of NO RIGHTS seems based on some rather silly assumptions, such as:
1. People on welfare are living in the lap of luxury.
2. Manufacturers and employers are blameless -- they never place their
customers and employees needlessly or recklessly at risk.
3. Since people can quit their jobs, sell their homes, move out of town, we
should not be worried about harrassment and discrimination.

And by the way, we as a people DO have the right to decide that we will
furnish public education, fire departments, police protection, roads,
regulated financial institutions, public parks, and many other things to ALL
citizens. And if we, as a people, decide to provide health care to all, we
will.
