Inspiring story. Sounds great. I have a question, and a fear.

Question: What inspired someone to draft the proposal and obtain
funding (and where did the funding come from)?

Fear: Is the legislature thinking in terms of cloning this
successful concept, and mandating the procedure for other schools?
