The contract is still active with Motley & Motley Construction, and
therefore the project is still considered under construction and has not
been opened by WA DOT. They still need to install some safety fencing,
hydroseed the banks, and clean off the trail. Because of the need to get
heavy equipment on the trail to hydroseed, they may wait on this until the
ground gets harder after the trail is open (to avoid damaging the trail
bed). They still plan to open the trail by the April 4th ceremony, maybe
sooner. The fear of letting people on before they fence and sweep the
trail is that someone will sue whoever if they get hurt using the trail
before they sign off the completion papers. Calls to Whitman County Parks
and Motley & Motley supervisors confirm the same story.
