Another massive problem is created when 2% of a group is allowed to
proceed without meeting the stated requirements. An additional percentage
(20%?...80%?) notices they can slide by without doing the work, and there
is no way to force them to realize their potential.

Even if the parents want a child to toe the line, the child knows the
school won't care. When the school district creates an environment which
tolerates (and thereby encourages) unacceptable performance, the entire
system is rendered impotent.

Are we currently accepting this unfortunate scenario?
