With responsible growth policies, maybe we would't get hoisted on either
horn of that dilemma.

Even with growth in the Idaho population, the increase in the number of
present-size trucks on the highway will be gradual. The effects of
increasing size and weight limits will be sudden and, to me, undesirable.
