One tactic that seems to be successful is to release the dogs
yourself. I figure if the "owners" are obviously incapable of
understanding the concept of humane treatment of animals that they
should be releaved of such responsibilities. This can be
accomplished most efficiently without introducing state agencies and
police into the situation, who probably have better things to be
doing. As for the new "free" dogs, they tend to be pretty
resourceful in taking care of themselves (unless of course someone
chains them to a post all day long).
