1. Consent Agenda: Any item will be removed from the consent agenda at the
request of any member of the Council and that item will be considered
separately later. Approval by roll call vote.

A. Approval of Minutes of January 5, 1998 City Council Meeting

B. Second-Hand Dealers/Pawn Brokers License Renewals - Gib Myers
Council approval is needed for renewal of existing second-hand dealer and
pawnbroker licenses. The Moscow Police Department has recommended renewal
of the four renewal requests listed in the attached memo.

ACTION: Approve renewal of Second-Hand Dealer and Pawnbroker licenses for
1998.

C. Approval of Accounts Payable for the Month of December, 1997 - Jim Wallace
Public Works/Finance Committee reviewed accounts payable for the month of
December 1997 and recommends approval of the following:

D. Recycling Grant Application Request - Heather Cataldo
Moscow Recycling wishes to submit a grant application to the J.A. and
Kathryn Albertson Foundation Education Fund for $3,000 in funding to
purchase worm composting bins for placement at twelve Moscow and Latah
County grade schools. As grant recipients must be nonprofit organizations
providing educational programs in Idaho schools, the City of Moscow would
be the grant recipient by virtue of funding it provides to Moscow Recycling
to conduct an ongoing public waste reduction education program. Reviewed
by Administrative Committee January 15, 1998.

ACTION: Authorize Albertson Foundation Education Fund grant application
by Moscow Recycling with the City of Moscow as grant recipient; authorize
Mayor's signature on the application, if required.

E. Police Department Purchase of Narcotics Vehicle - Dan Weaver
The Police Department requests authorization for the purchase of a newer
vehicle for use by narcotics detectives. The vehicle currently being used
is worn out and expensive to maintain. This request is for the expenditure
of $8,000.00 from the narcotics fund and authorization to trade in our
current 1989 Ford Bronco. The funds are derived directly from confiscated
narcotic monies, court disbursements, and fines from convicted drug
dealers. Such funds have been directed to be utilized solely for narcotic
investigative activities. The Public Works/Finance Committee reviewed this
January 14, 1998.

ACTION: Approve purchase of a newer vehicle with funds from the trade-in
value from our current vehicle and from our narcotics fund.

F. Police Department Purchase of a used School Bus for use as a Crime
Scene Response Unit and Mobile Command Center - Dan Weaver
The Police Department is in need of a crime scene response unit and mobile
command center to be utilized at serious crimes, emergencies, and
disasters. The Public Works/Finance Committee reviewed this January 14, 1998.

ACTION: Approve purchase of a used school bus utilizing funds from the
Palouse Anti-Crime Scene (PACT) budget.

2. Presentation of Report of Youth Task Force - Susan Seaman and Janice
McMillan
The Youth Recreation Task Force, which came into existence following
several years of work by the League of Women Voters, has completed its
report concerning the status of youth programs and facilities for children
of the community. The group will present the report highlighting its
findings and recommendations. This information was previously presented in
December by the Parks and Recreation Commission.

ACTION: Accept report.

3. Whitworth Building Status - Jim Wallace
The Council authorized purchase of the 1912 Moscow High School/Whitworth
Building, subject to the collection of the community pledges. As of
January 16,1998, cash donations of $17,480 have been received. An
additional $137,500 of pledges in the form of stocks and bonds are in the
process of being transferred for later conversion to cash. Approximately
$20,000 in pledges remain unpaid; however, these continue to be receipted
daily.

ACTION: Authorize payment to Moscow School District of $150,000 to
complete the budgeted purchase of the 1912 Moscow High School/Whitworth
Building.

4. National Trust for Historic Preservation Grant for Whitworth Building
Planning - Dale Pernula
The National Trust for Historic Preservation has competitive grant funds
available for architectural planning relative to historic preservation.
The Johanna Favrot Fund offers grants ranging from $2,500 to $25,000 and
has a deadline of February 1, 1998. The Report of the 1912 Moscow High
School/Whitworth Review Committee identified planning as step 1B in the
project which immediately follows acquisition.

ACTION: Reject proposed grant application, or approve grant application
and authorize Mayor's signature.
