Jeanne reported that on behalf of the Committee, Cheryl is sending a thank
you letter to the library for their support in hosting and providing display
space for the youth art contest. The note was passed around and signed by
Committee members.
Larry presented two of the drawings that will be used for the renderings for
the public presentation phase of the project. The first showed the outdoor
American Short Course with six racing lanes, diving tank, and a second tank
consisting of a 5000 sq. ft. leisure pool. In addition, bath house and
mechanical rooms were shown with adjacent space for deck area and grass.
Projected cost for this option is 2.6 million. The second drawing depicted
a 50-meter enclosed pool with a second tank consisting of a 3000 sq.ft.
leisure pool. Projected cost for that facility, was $8.9 million. Larry
showed two alternatives to each drawing, one of which provided a cost of
each project element and what the total cost would mean to a taxpayer with a
house valued at $90,000 and $150,000, and one which projected only the total
cost of the proposed project. Following discussion, it was decided that the
alternative that shows the listing of each individual element (without
costs) and a total overall cost, would be developed for each option.
Committee members reviewed the drawings and indicated this was the direction
that they wished to proceed for the public process. Larry will develop a
third drawing showing an exact replica of the Ghormley park swimming pool,
with the proposed costs. Also, costs for enclosing the American Short
Course pool option will be included without developing an additional drawing.
Jeanne indicated that with the mall presentation scheduled for January 10,
the Committee has the following week to schedule other presentations as a
means of getting more input into the design options. She has talked to Mike
Hinson at Good Samaritan, and the resident's club is willing to host a
presentation on Tuesday, January 13. In addition, Jeanne recommended that
an open house and presentation at the Library on Sunday, January 11 be
incorporated as well. The time for the display at the Palouse Mall will
run from approximately 10:00 a.m. to 6:00 p.m. on Saturday. A time is yet
to be determined for the Sunday library presentation. Committee members
indicated a willingness to staff the display during these presentations.
Copies of a timeline for the Committee to perform its Council mandated
duties was passed out and briefly discussed. The week of January 12 will be
dedicated for public meetings. The Committee meeting scheduled for January
21 will require final direction to the consultant, who has indicated he
needs three weeks to complete his work. Scheduled completion would be the
week of February 9, the same week in which the report is due to the City
Council. In addition, the chart showed that the additional work required of
the consultant to complete tasks 8, 9, and 10 in the contract, would call
for an additional one to two weeks of work, which would bring the final
report before the Committee the week of February 23.
Revised copies of the draft survey questionnaire were distributed and
discussed. Minor modifications were made to some of the questions. The
revisions will be presented to the Committee at the meeting of January 7, at
which time the questionnaire must be finalized in advance of the public
display scheduled for the Palouse Mall on January 10.
There will be no meeting the week of Christmas or the week of New Year's.
The next regularly scheduled meeting will be January 7 at 5:00 p.m. at the
Eggan Youth Center.
