Peak pricing is usually proposed as a means to reduce congestion, and to
promote efficient use of roads. Singapore and France have actually
introduced schemes, and San Francisco and Los Angeles are studying
various plans. See Fortune Magazine, March 31, 1997, and also an issue
of The Economist sometime in the last several weeks (can't remember
exactly).
Should I worry when conservatives sound like they're making sense? Of
course, these are true free-market conservatives, not the "Cowboy
socialists" we have here in Idaho...
