Jon Barrett, co-coordinator of the Idaho Smart Growth project will be in
Moscow on Sunday and Monday before heading back to Boise on Tuesday. Jon
is the newest member of the PCEI team, and works out of our Idaho Smart
Growth Office in Boise. Jon has spent the last few weeks working on a
project with the Highlands Institute in the Okanogan country in
north-central Washington. He will be coming through Moscow on his way
back to Boise.
Several Vision 2020 members who have expressed interest in serving on the
statewide Idaho Smart Growth Advisory Committee have been invited to meet
with Jon on Sunday afternoon. There will also be opportunities for people
to meet with Jon on Monday by contacting the PCEI office at 882-1444 or
emailing me at this address.

Idaho Smart Growth is a broad-based coalition of individuals and citizen
groups who are concerned about land use, transportation and growth
management issues in Idaho. Coalition participants believe that sustained
citizen involvement, sensible planning and active implementation of the
plans can protect the unique qualities of our communities, our natural
resources, and our economy while still accommodating population growth.
The purpose of Idaho Smart Growth is to build the capacity of Idahoans to
shape the future of their communities as they envision it, to increase
public awareness of the links between land use, transportation and the
quality of life, and to promote thoughtful long-range planning at the
local, regional and state levels. Specifically, Idaho Smart Growth
supports planning that strengthens neighborhoods and the sense of
community, increases transportation choices, reduces costly sprawl,
protects air and water quality, wildlife and its habitat, protects open
space, and makes efficient use of natural and human resources.
Idaho Smart Growth plans to accomplish its mission by helping individuals,
citizen groups and public officials meet the concurrent challenges of
enhancing community livability, protecting the environment, promoting
economic vitality and accommodating growth. It will also provide
education, promote public discourse on growth management issues, and
advocate citizen participation and better planning.
Idaho Smart Growth began in January 1997 as an effort on the part of the
Palouse-Clearwater Environmental Institute (PCEI) to evaluate the need in
Idaho for a coalition of citizen-action growth management groups. Three
factors led PCEI to explore this issue: 1) the very rapid growth
experienced in many Idaho communities during the preceding six years,
resulting in sprawling developments and citizen concern; 2) the emergence
of statewide citizen coalitions in the neighborning states of Oregon (1,000
Friends of Oregon), Montana (AERO's Smart Growth and Transportation
Project), and Washington (Alt-Trans) that focused on land use and
transportation issues; and 3) the need for statewide organizing required
by the national campaign to reauthorize federal transportation legislation
(ISTEA).
