1. Consent Agenda: Any item will be removed from the consent agenda at the
request of any member of the Council and that item will be considered
separately later. Approval by roll call vote.

A. Approval of Minutes of July 21, 1997 City Council Meeting

B. Findings of Fact - Cameron Farms, Inc. - Joel Plaskon
State and local ordinances require that the City adopt written findings of
fact and conclusions upon which are based the City's decision regarding the
Paradise Preserve conditional rezone, the preliminary PUD and the
preliminary subdivision approval.

ACTION: Accept the proposed written findings of facts and conclusions
regarding the conditional rezone, the preliminary PUD and the preliminary
subdivision approval related to the Paradise Preserve development.

C. Selection of Consultant for City Shop Complex Master Plan - Gary Presol
Proposals were requested from Dave G. Plummer, Consulting Engineer; Kimball
Engineering; and Ruen-Yeager and Associates to develop a master plan for
the budgeted city shop complex expansion. Each firm submitted proposals in
association with local architectural firms. Staff reviewed the proposals
and based on experience with similar projects and completeness of the
proposal, the recommendation is to accept the proposal from Kimball
Engineering in association with Associated Architects. The fee for such
services is in the amount of $7,000. Reviewed by Public Works/Finance
Committee 8/4/97.

ACTION: Accept proposal from Kimball Engineering; direct staff to prepare
contract documents; authorize Mayor to sign same.

2. Ordinance Adopting Uniform Building Codes - Larry Betts
The Technical Code Review Committee has completed its review of the 1994
Edition of the Uniform Building Code, 1994 Edition of the Uniform Plumbing
Code, 1996 Edition of the National Electrical Code, 1993 Edition of the
Inland Northwest Heating, Ventilation and Air Conditioning Standards Book,
1994 Edition of the Uniform Administrative Code, 1994 Edition of the
Uniform Code for the Abatement of Dangerous Buildings, 1994 Edition of the
Uniform Housing Code, and the 1994 Edition of the Uniform Mechanical Code.
The attached ordinance has been prepared adopting these codes and outlining
any additions or deletions from the Uniform Codes. Reviewed by the
Administrative Committee on July 2, 1997.

ACTION: Consider ordinance on first reading; adopt the attached ordinance
under suspension of the rules requiring three separate and complete
readings and that the ordinance be read by title only or take such other
action as the Council deems advisable.

3. Amendments to Moscow City Code Chapter 1, Title 10 - General Offenses -
Dan Weaver
Moscow Police Department has requested the drafting of two ordinances in
order to assist it with common problems it wishes to more clearly and
directly address. The Trespassing Ordinance is meant to allow enforcement
against individuals who are not welcome on private properties after they
have been given notice they are not allowed on the property. The ordinance
regarding the throwing substances at occupants is designed to address the
continuing problem with paintball guns, water balloons, slingshots, rocks,
etc. which interfere with the safe operation of the vehicles.

ACTION: Consider ordinances on first reading; adopt ordinances under
suspension of the rules requiring three separate and complete readings and
that the ordinances be read by title only; or take such other action as the
Council deems advisable

4. Set Public Hearing for the 1998 City of Moscow Budget - Jim Wallace
The Council developed a proposed budget during workshops held in July. The
next step in the process is to hold a public hearing on this proposed
document. A copy of the Notice of Public Hearing is enclosed.

ACTION: Adopt a tentative budget based on the workshop proposals and set a
public hearing for the 1998 budget for 8:00 p.m. on August 25, 1997.

5. Contract for Services: Linear Park/Neighborhood Park Master Plan Project
- Randy Rice
David Evans & Associates, Inc. has been selected to provide professional
engineering services for the development of a master plan for the Moscow
Linear Park/Neighborhood Park projects. The selection of the engineer is
recommended by the Linear Park Task Force. David Evans & Associates, Inc.
has been providing services to the City of Moscow and the University of
Idaho in the planning and engineering of the Palouse Path from the
Washington State line to Perimeter Drive. Reviewed by Public Works/Finance
August 4, 1997.

ACTION: Approve the attached agreement for professional engineering
services and authorize the Mayor's signature thereon or take such other
action as the Council deems advisable.

6. Resolution Supporting Construction of a Traffic Signal at the
Intersection of U.S. Highway 95 and Styner Avenue/Lauder Street - Marshall
Comstock

ACTION: Reject or approve Resolution
