1. Consent Agenda: Any item will be removed from the consent agenda at the
request of any member of the Council and that item will be considered
separately later. Approval by roll call vote.

A. Approval of Minutes of July 7, 1997 City Council Meeting

B. Approval of Accounts Payable for the Month of June, 1997
Public Works/Finance Committee reviewed accounts payable for the month of
June, 1997 and recommends approval of the following:
General $446,022.53
Parks & Recreation 83,670.71
Arts 4,750.78
Street 117,906.09
911 12,731.07
Water & Sewer 215,393.37
Sanitation 187,754.73
Parking 2,471.98
TOTALS $1,070,701.26

C. Approval of Stepping Stones Property on West 'A' Street as a Building
Lot - Dale Pernula
Stepping Stones, Inc. owns a one acre parcel of land located north of 'A'
Street east of its intersection with Farm Road. Although the land is in
the process of being annexed to the City, all the surrounding land is
currently within the Moscow city limits. Access is provided by an easement
across University of Idaho property as indicated on the enclosed drawing.
Reviewed by the Administrative Committee on July 9, 1997.

ACTION: Approve the lot owned by Stepping Stones, Inc. north of 'A'
Street near Farm Road as a building lot.

D. Bid Results - Mountain View Road Storm Water Culvert - Gary Presol
The project consists of placing a 48" culvert in the ditch on the west
side of Mountain View Road from Paradise Creek north to the north side of
'D' Street. Bids were opened on July 10, 1997 with the following results:
Bodiford Construction $185,358.00; Germer Construction $197,889.00; A&R
Construction $284,660.00. Staff recommends acceptance of low bid from
Bodiford Construction. Reviewed by Public Works/Finance Committee 7/14/97.

ACTION: Accept low bid from Bodiford Construction; direct staff to
prepare contract documents and authorize Mayor to sign same.

E. Beer & Liquor License Application - El Mercado - Elaine Russell
J. Felix Lopez has applied for a license to sell beer, wine and liquor by
the drink, consumption on premise only and restaurant certification, for El
Mercado Restaurant, Inc. at 1420 South Blaine, Suite #19 (Eastside
Marketplace).

ACTION: Approve license for beer, wine and liquor by the drink,
on-premise consumption only and restaurant certification to J. Felix Lopez
for El Mercado Restaurant at 1420 South Blaine Street, Suite #19.

2. Ordinance Amending Moscow City Code 7-3 - Randy Fife
These changes comply with recent changes by the Idaho State Legislature,
House Bill 85a, preempting city control of licensure of electrical
contractors and journeymen electricians. Reviewed by Administrative
Committee 7/9/97.

ACTION: Reject proposed ordinance or approve ordinance on first reading
or under suspension of the rules requiring three complete readings and that
the ordinance be read by title only.

3. Cable Television Certification - Gary J. Riedner
Earlier this spring, Century Communications, our local cable television
franchisee, raised the rates for the basic tier of cable services. Because
of concerns regarding the City's inability to review the rate increase, the
issue of local rate regulation has been discussed. The attached memo and
packet of information explains the City's rights to regulate future rate
increases to the basic tier of services in light of current federal
regulation and steps that must be taken if local regulatory authority is
exercised. Reviewed by Administrative Committee on June 18, 1997.

ACTION: Authorize staff to proceed with federal certification to
regulate the basic tier of cable television services or take such other
action deemed necessary.

4. Swimming Pool Report - Randy Rice
Staff will present an update on the status of the Ghormley Park Swimming
Pool.

ACTION: No action required.
