1. Consent Agenda: Any item will be removed from the consent agenda at the
request of any member of the Council and that item will be considered
separately later. Approval by roll call vote.

A. Approval of Minutes of June 16, 1997 City Council Meeting.

B. Acceptance of Deed for Palouse Path - Randy Rice

The Quitclaim Deed for Blue Mountain Railroad to the City of Moscow for
the abandoned rail corridor extending from the state line to Line Street
has been signed and recorded. City Council acknowledgment and acceptance
of the deeded property is being sought. Reviewed by the Administrative
Committee on 6/26/97.

ACTION: Acknowledge the receipt of the signed Quitclaim Deed for Blue
Mountain Railroad.

C. FAA Grant Proposal/Pullman-Moscow Airport - David Crowner

The Idaho Aeronautics Advisory Board and the Idaho Transportation Board
have approved the Aeronautics Division entering into grants with each of
the commercial service airports in Idaho. The intended use of this grant
would be as either part of the local match for fiscal year 1997 FAA grant
projects or for a fog seal of the runway and taxiway pavement. No direct
match is required; however it is encouraged. Reviewed by Administrative
Committee 7/2/97.

ACTION: Approve grant and authorize Mayor's signature.

D. Bids - 1997 Street Overlay Project - Gary Presol

Bids were opened for referenced project on 7/2/97 with the following
results: Quad Cities Construction - $174,255.00; Poe Asphalt - $127,569.25.
Engineer's Estimated - $151,000.00. Reviewed by Public Works/Finance
Committee 7/7/97.

ACTION: Accept low bid from Poe Asphalt.

2. Public Hearing - 7:30 p.m. - Application for Rezoning a .44 Acre Parcel
of Land Located on the Northeast Corner of State Highway 8 and Line Street
from I to MB - Dale Pernula

The proposal is to rezone the Century Communications building site
(formerly Skippers) to accommodate a coffee shop without a Conditional Use
Permit. A public hearing was held on this matter by the Planning and
Zoning Commission on May 28, 1997 (minutes enclosed).

ACTION: Reject proposal; or approve rezoning and approve enclosed
ordinance on first reading or under suspension of the rules requiring three
complete reading and that the ordinance be read by title only. Findings of
fact must be made on this matter.

3. Public Hearing - 8:00 p.m. - Applications for Rezoning (AF to FR) and
Preliminary Subdivision Plat Approval and Appeal of Preliminary PUD Denial
Relative to an 85 Acre Parcel of Land Located on the Northeast Side of
Cameron Road - Dale Pernula

The proposal is to create 27 single family residential lots ranging from
1.01 acres to 1.60 acres in area, and about 53 acres of common open space
from an 85 acre parcel of land located south of Moscow in the Area of City
Impact. Although the proposed FR zone has a 3 acre minimum lot size,
smaller lots such as those proposed can be permitted through the PUD
process. A public hearing on this matter was held by the Planning and
Zoning Commission on May 28, 1997 (minutes enclosed). Written findings of
fact prepared by the P&Z are also attached.

ACTION: Reject proposed rezoning, or approve rezoning and approve
enclosed ordinance on first reading or under suspension of the rules
requiring three complete readings and that the ordinance be read by title
only; reject or approve preliminary subdivision plat; and affirm or reverse
denial of the Preliminary PUD Plan. Findings of fact should be made on
these matters.

4. Ordinance Amending Moscow City Code Title 2, Chapter 1 - Randy Fife

The enclosed ordinance amends Moscow City Code Title 2, Chapter 1 to
provide to the Mayor the ability to subpoena witnesses under limited
circumstances. Reviewed by Administrative Committee 6/11/97.

ACTION: Reject proposed amendment or approve enclosed ordinance on first
reading or under suspension of the rules requiring three compete readings
and that the ordinance be read by title only.
