If standing water is the problem, one only has to consider the
numerous houses built in town and out, on flat and on hills that have sump
pumps operating continously. For example, many houses in the Fort Russell
area of town have basements, and sump pumps keeping them dry. I know of
one family who lives at the highest point along east third street and had
thier basement flooded last spring by snow melt and rain.
