A. Approve Minutes of June 2, 1997 City Council Meeting

B. Approve Accounts Payable for Month of May, 1997
The Public Works/Finance Committee reviewed accounts payable for the month
of May, 1997 and recommends approval of the following:

C. Mutual Assistance Agreement/WSU - Dan Weaver
Agreement provides for mutual assistance between the City of Moscow and
Washington State University should a serious or major emergency arise within
either entity. Reviewed by Administrative Committee 6/11/97.

ACTION: Approve Mutual Assistance Agreement and authorize Mayor's signature.

D. Bid - WWTP Headwork Project - Gary Presol
Bids were received with the following results:

ACTION: Reject all bids and direct staff to budget and re-bid in FY 97-98.

E. Request to Amend Development Agreement for Moser Estates Sixth Addition
- Dale Pernula
Shelley Bennett representing the developers of Moser Estates Sixth Addition
has requested some relatively minor amendments to the development agreement,
mainly to clarify that they may either construct the public improvements or
provide security before building permits are issued. Reviewed by Public
Works/Finance Committee on 6/16/97.

ACTION: Approve enclosed development agreement and authorize Mayor's
signature.

F. Contract for Building Inspection Services with American Dream Building
Inspections- Dale Pernula
The enclosed information was provided to demonstrate an increase in
building inspection services provided over the past several years. With
construction activity continuing at a strong pace, and with added
responsibilities, there is a need for additional staff at least on a
temporary, part-time basis as would be provided with the enclosed contract.
Reviewed by the Administrative Committee on June 4.

ACTION: Approve enclosed contract and authorize Mayor's signature.

2. Public Hearing - 7:30 P.M. - Application for Annexation, Rezoning and
Preliminary Subdivision Plat - Pheasant Ridge Addition - Dale Pernula
The Moscow Planning and Zoning Commission held a public hearing on this
matter on May 14, 1997 (minutes enclosed). The proposal, if approved, would
result in the creation of 15 single family residential lots ranging in area
from 9,760 sq. ft. to 2.0 acres. Land located north of the proposed street
would be zoned SR and south of the street R-2. The proposed street has the
potential to connect Orchard Avenue to North Polk Extension. No Council
action is required on the Planned Unit Development proposal.

ACTION: After conducting public hearing, reject proposal or approve
annexation and rezoning and direct staff to prepare ordinance (findings of
fact are required); and approve the preliminary subdivision plat.

3. Inquiry as to Required Public Improvements on Mountain View/Philip Malm -
Gary Presol
Mr. Malm intends to develop his property which is located on the corner of
Mountain View Road and the dedicated Thatuna Street. He is requesting a
determination as to the public improvements that would be required on
Mountain View Road in conjunction with this development. Reviewed by Public
Works/Finance Committee on 6/9/97.

ACTION: Require public improvements or waive part or all of improvements.

4. Request to Amend Utility Easement in Meadow View Addition - Dale Pernula
Gary Tribble has requested that a utility easement required along the north
20 feet of Meadow View Addition be moved 10 feet to the north, so that 10
feet of its width would be located on property to the north as shown on the
enclosed plat. Reviewed by Public Works/Finance Committee on 6/16/97.

ACTION: Reject or approve proposed utility easement.

5. Federal Grant/Police Department - Dan Weaver
In July, 1996, the Moscow Police Department, in conjunction with the Moscow
Chamber of Commerce, applied for a one-year, non-match federal grant to
address thefts in the Moscow business district. Notice was received on May
31, 1997 that the grant has been approved in its entirety. Reviewed by
Administrative Committee on 6/11/97.

ACTION: Reject grant or accept grant and authorize Mayor's signature.

6. Request to fill Deputy City Clerk Position - Gary J. Riedner
City Clerk Elaine Russell and Dayle Mundy, Administrative Secretary, will
both retire within 8 months. Elaine has indicated she will retire in
November, 1997. Staff is requesting authority to hire a Deputy
Clerk/Administrative Secretary to train with Elaine and Dayle in accordance
with the attached memos. Reviewed by Administrative Committee on 6/4/97.

ACTION: Authorize staff to fill the position of Deputy Clerk/Secretary, or
take other action deemed appropriate.

7. Amendments to Moscow City Code 10-10-1 (Peeping Tom Ordinance) - Randy Fife
Recent events in the community have prompted the redrafting of Moscow City
Code 10-10-1 to expand the areas in which a person might have a reasonable
expectation of privacy to allow for better enforcement than is currently
available under this Ordinance. Reviewed by Administrative Committee on
June 4, 1997.

ACTION: Reject proposal or approve enclosed ordinance on first reading or
under suspension of the rules requiring three complete readings and that the
ordinance be read by title only.

8. Ordinance Amending Ordinance No. 97-17 - Randy Fife
On May 5, 1997, the City Council approved Ordinance No. 97-17 rezoning land
described in that ordinance from Agriculture/Forestry (AF) to Motor Business
(MB) and annexing the land. Due to the discovery of an error in the legal
description contained in Ordinance 97-17, this current ordinance has been
drafted to correct the error.

ACTION: Reject proposed amendment or approve enclosed ordinance on first
reading or under suspension of the rules requiring three complete readings
and that the ordinance be read by title only.

9. Ordinance Vacating Street Right-of-Way Located East of Moscow - Dale Pernula
On June 2, 1997 the Council directed staff to prepare an ordinance vacating
street right-of-way located north of Robinson Park Road east of Moscow for
which a petition had been submitted by Andrew and Janice Hyden. The
enclosed ordinance would vacate the right-of-way and designate that the
property would be granted to the owners of the property to the south.

ACTION: Approve enclosed ordinance on first reading or under suspension
of the rules requiring three complete readings and that the ordinance be
read by title only.
