1. Consent Agenda: Any item will be removed from the consent agenda at the

A. Approval of Minutes of April 7, 1997 City Council Meeting
B. Approval of Accounts Payable for the Month of March, 1997
Public Works/Finance Committee reviewed accounts payable for the month of
March, 1997 and recommends approval of the following:

C. Memorandum of Understanding with University of Idaho for Construction of
the Palouse Trail - Randy Rice
The subject agreement documents the funding issues previously agreed upon
by the City Council and stipulates the working arrangement between the two
entities during the construction period of the project. Reviewed by the
Administrative Committee on April 15, 1997.
ACTION: Approve attached Memorandum of Understanding and authorize Mayor's
signature.
D. Sherman Clyde Lot Division - Dale Pernula
Sherman Clyde proposes to create a five-acre parcel of land from a 330 acre
parcel he owns with access from Sand Road (West Palouse River Drive). This
division is proposed under the one-time exemption from the 40-acre minimum
lot size that is available in the AF zone. Reviewed by the Administrative
Committee on April 14, 1997.
ACTION: Approve proposed lot division subject to compliance with all
requirements of the AF zone for the one-time exemption from the 40 acre
minimum lot size.
E. Alturas Technology Park - Right-Of-Way Dedications - Gib Myers
Thompson Family Limited Partnership wishes to dedicate real property to the
City of Moscow for future development as public streets to provide
alternative means of ingress and egress for Alturas Technology Park.
Specifically, the proposed dedications provide for connections between
Alturas Drive and Blaine Street, and between Alturas Drive and Mountain View
Road. The dedications are in keeping with original designs for the Alturas
plat, and with Planning and Zoning Commission recommendations. Reviewed by
the Public Works/Finance Committee on April 17, 1997.
ACTION: Formally accept the proposed dedications.
2. Reconsideration of Meadow View Estates - Linda Pall
At the April 7, 1997 City Council meeting this PUD was approved subject to
conditions, including 1) granting of a twenty foot utility easement along
the northern boundary of the development; 2) extending the public sewers
across the development to the eastern boundary; 3) dedication of an eight
foot access easement along the eastern boundary; 4) exempting the
development from the 600 foot maximum block length; and 5) that the property
to the north be acquired by the public.
ACTION: Upon the passage by the Council of a motion to reconsider, deny
the preliminary plat or approve with conditions.
3. Final Subdivision Plat - Moser Estates Sixth Addition - Dale Pernula
This proposed 43 lot subdivision located north of Joseph Street in the
eastern part of Moscow was approved by the Council as a preliminary plat on
December 2, 1996 and by the Planning and Zoning Commission as a final plat
on April 21, 1997 (minutes enclosed). The enclosed development agreement
was reviewed by Public Works/Finance Committee on April 21, 1997.
ACTION: Reject proposal or approve final subdivision plat, and development
agreement; if approved, authorize Mayor's signature on the plat and
development agreement.
4. Street Standards - Gary Presol
City street standards have been under review by the Public Works/Finance
Committee for some time. Process included a subcommittee appointed by the
Public Works/Finance Committee to help develop new standards. The
recommended new standards are as indicated on attached drawings numbered 5a-c.
ACTION: Approve proposed standards and adopt enclosed Resolution, or make
revisions as necessary
5. Ordinance amending Community Forestry Ordinance Arboricultural
Specifications and Standards Guide - Roger Blanchard
Due to the development and adoption of a new national tree care standard by
a committee representing major tree care concerns across the county
(including the National Arborist Association), the Community Forestry
Administrator and the Moscow Tree Committee request that subsections
3(B)(2)(a) of the Community Forestry Ordinance Arboricultural Specifications
and Standards Guide be changed to adopt the standards contained in American
National Standards Institute, Inc. (ANSI) A-300 Tree Care Operations - Tree,
shrub, and Other Woody Plant Maintenance - Standard Practices. Reviewed by
Administrative Committee on April 8, 1997.
ACTION: Reject ordinance, or approve enclosed ordinance on first reading
or under suspension of the rules requiring three complete readings.
6. Ordinance Amending Title 9, Chapter 2 - Political Advertising - Randy Fife
After the most recent election season, a review of this ordinance suggests
that changes should be made to make it consistent with zoning provisions
within the City, provide for the removal of political advertisement
following election day, and clarifying time, place and manner restrictions.
Reviewed by Administrative Committee 3/18 and 3/25.
ACTION: Reject ordinance, or approve enclosed ordinance on first reading
or under suspension of the rules requiring three complete readings.
