If it would help any of you in thinking about the Cameron Farms
issue, you might want to look at the "Area of City Impact" section of the
Moscow Comprehensive Plan. This is available on the "Unofficial Moscow
Planning Homepage" which I maintain:

The proposed Cameron development is an excellent test of whether
that new section of our comp plan comes anywhere near doing what it should.
The issues include the following:

** should we allow any residential development in the area outside the
city
-- Whitman County severely restricts such development, but is
considering relaxing that policy.

** should we allow people outside the city to develop their land
however they want?

** if we want restrictions on such development, what should they be and
who should write/enforce them.

I personally like the Whitman County model, but I've always thought
that Latah County landowners would consider that too extreme.
