Thanks for your quick response.
Your efforts to save the education establishment from even more public shame
and scorn by editing the one-sided-anti-tax-cut portions from the video will
have been in vain... good Doctor Cooke. /:-)
You may know, I have at my disposal the finest videographic detectives the
private sector ever produced... even better than those hired for the O.J. trial.
Speaking of which...The Boise School District still had the nerve to violate
the Sunshine Law again, go against Dr. Anne Fox's guidlines and poo-poo the
Attorney General's opinion 6-75; by mailing out one-sided anti-1% campaign
literature as their "quarterly newsletter" to 69,000 patrons. This is their
second offense. (Third, really if one counts their closed "public" board
meetings.)
I talked with Rep. Fred Tilman, Vice-Chair of House Education Committee. He
said those guys should be prosecuted to the full extent of the law. Rep.
Bill Sali is steamed, too. He has, or will be, requesting a full AG
investigation of all state activities relating to citizens' initiatives.
Sen. Stan Hawkins will be pursuing the same course. Sen. Laird Noh echoes
these sentiments.
As you may have read in the Lewiston Morning Tribune, Wickline story dated
10-30-96 (available on internet) Idaho Board of Education member Roy Mosman
is quoted: "If I get paid a dollar for travel to Lewiston and it is only a
one-sided presentation, I run the risk of violating this law. I am
obligated as a lawyer to abide by the law and I try to do that. ... My best
position is to not run the risk of violating the law."
Mosman's quotes are in reference to the Board canceling three news
conferences "aimed at trumpeting opposition to the One Percent Initiative."

Look for codification of the AG's 6-75 opinion into the Sunshine Act to
ensure no more of this "one-sided" approach as it relates to the expenditure
of public funds on political measures to be presented to the Legislature.
Also, Rep. Mark Stubbs, I hear, will once again push legislation relating to
gov't agencies hiring lobbyists. His bills to date have not passed.
Anyway, thanks again for sending the videos. I look forward to viewing
