Bob,
As I understand it, a successful ballot initiative in Idaho has
the status of a bill passed by the legislature and signed by the gov..
As such, any bill the legislature passes, it can also modify.
So the proponents are correct in saying that the 1% Initiative could
be modified or even repealed by the legislature. There
are primarily political considerations that would limit their actions.
