If the library systems were to be integrated into the U of I system, or if
the populous had easy access to the University library, wouldn't it
increase the chances much needed book is unavailable when a UNIVERSITY
STUDENT needs it?

The public can get a card to check out University materials. All they
need is Picture Id. and a barrower's card can be issued.
