A general observation--yes, $6.00/person per year to support the
libraries is a good deal. We have an excellent public library and staff
here is Moscow.

Our support for cultural activities and the arts (at the national level)
is a farce. I believe the per capita expenditure is less than $1.00 or perhaps
even 50 cents/capita. The Dutch are one of the leading supporters of culture
and the arts at about $20/capita. We need to continue to try and maintain
a reasonable level of support for libraries, culture, and the arts at both
state and local levels. I understand that some economic and development
experts have managed to do this under the guise of economic and tourism
development type activities and projects.
