Simply put, Moscow needs to decide what kind of town it wants to be. Too
many of the issues which crop up do so as reactions, and reactions are
*always* behind in the count. Proactive leadership will bring you the
kind of city you want to live in; constantly reacting to someone else's
initiatives is simply cleaning up others' messes.
Moscow has a wonderful opportunity; the university can be the springboard
to a lively, exciting place in which to live. Fostering creative growth
in education, the arts, environmental and agricultural economies and the
like can lead to a unique environment which will be the envy of the
Northwest. You've seen how other university communities have done it
wrong; now's the chance to get it right.
