I too am somewhat confused by the attempt by GTE to up the basic rates
b/t moscow/pullman. It is nice to bring potlatch, genesse, etc. into
the calling range, but what's the justification for the increased cost?
the infrastructure is already in place to enable this, thus they have
already justified the increased capital expense from the CURRENT service
base???? (as a note, the actual signal for the palouse<-->pullman call
goes palouse<-->potlatch<-->moscow<-->pullman I think)

a second issue re: business rates. Currently we pay $51/line in moscow,
$23/line in potlatch. Pretty big differential. (lewistion/uswest is $33/line).
Why was moscow ever set so high? and the net effect of this proposed change
is to equalize all at $43/line (community+). Again off the same infrastructure
base (ie. already installed and cost justified etc.)

Most confusing....hope the PUC figures it out:(
