very much to the contrary...

there are photos of a couple very new (ie completed in '95, so they must
have been "planned" in '93, '94) projects, and some photos of street
character and bicylce pathways which are indicative of some of the
early concepts for the proposed business park...

also... some of the components in the photos showed up in the schemes
for the proposed improvements on mountain view.
