Dear Board Member,

In reviewing the "To Do" list created following the staff/board workshop on
October 8, we have decided to hold the Palouse-Clearwater Environmental
Institute "Planning for the Future" Summit in order to complete the
objectives on that list. The Summit will be aimed not only at addressing
issues such as those raised during the October 8 meeting, but also at
providing specific action plans for organizational change.

The meeting will take place from 8:30 a.m. until approximately 4 p.m. in
the conference room of the law office of Michael Henegen at 530 S. Asbury
in Moscow. All staff are being required to attend, and we would strongly
encourage that you attempt to be present as Board input in this process
will be essential. If you cannot attend the entire Summit, please try to
make either the afternoon or morning session.

Enclosed is an agenda detailing the Summit. A neutral facilitator will
lead us through the program with extremely tight time constraints. The goal
of the Summit is to develop a long-range plan for PCEI with specific
mandates for actions to be taken. Ultimately, we will be able to develop a
"strategic" or "business" plan. The Summit serves as the first step toward
developing such a plan.

Also enclosed is a Personal Assessment Form (PAF). Whether you will be able
to attend or not, please complete this form and return it to PCEI by
November 15. Allow yourself about an hour to complete this form as the
information requested is of utmost importance. Your input in this manner is
essential if we are to create a representative plan for the organization's
future.

Every attendee will receive a copy of all the assessment forms for review.
These assessments will be a central part of the Summit. The Board will
receive a final report on the Summit in order to hold PCEI accountable for
the commitments made during the Summit.

Again, I hope you will be able to be present at this historic meeting. PCEI
is in a position to redefine its priorities and refocus its efforts, and we
cannot do this effectively without your input. Thank you for completing the
Personal Assessment Form, and I hope to see you November 17.

compilation of forms into a single document. If the attachment could not be
converted, please let us know so we can resend the Agenda and PAF in the
