I'm taking this opportunity to introduce myself to vision 2020 recipients 
and ask for advice.  I'm president of Rural Kootenai Organization in 
Coeur d'Alene, Idaho.  We're experiencing the same kinds of subsidized, 
poorly planned growth that you are in Moscow.  At the moment, RKO has 
appealed our City Council's approval of a PUD and annexation of a portion 
of Blackwell Island.  The Island sits in a 100 yr. flood plane and the 
annexed portion was used as an area dump from 1946-1967 and the landfill 
was not adequately tested before the PUD and annexation were approved.  
The Island is located in the Spokane River above the northern tip of the 
Spokane/Rathdrum Prairie Aquifer.  This gives you some background as to 
why we've decided to appeal the Council's decision.  We must raise about 
$10,000 to pay for the appeal and we've received about $5,000 in local 
donations and gifts.  Any other ideas????  I've written the Brainerd 
and Bullitt Foundations but they will require a 501(C)(3) and we've been 
fighting the IRS for about 2 years to get one.  I hope some of you may be 
able to provide me with some funding suggestions other than going 
directly to the community for support which we've already done.  Thanks!
