I know that the overall concept for the park is already finished, contained
in the Task Force's final report presented to the council last week. Perhaps
this position is more of a draftsperson/technician, to translate that
concept into working drawings?

Or perhaps the low wage reflects supply and demand -- is there a surplus
of unemployed landscape architects in Moscow-Pullman with few opportunities
to practice their trade?
