Dear Visionaries,

I am proud to announce that I am a candidate for the North Latah County
Highway District Sub-District 1 Commissioner seat.

The election will be held on Tuesday, August 1. The locations and hours of
voting have not been revealed by the Highway District yet. State law
requires that they publish the places and times of voting on July 19; don't
expect that information before then.

You Moscow Vision 20/20 participants are specially invited to a "meet the
candidate" and "discuss the issues" PARTY at my house, 1420 Ridge Road, on
Thursday, July 13, from 6 - 8 PM. ^^^^^

This news should be of particular interest to Moscow Vision 20/20
participants. There is a very strong connection between LAND USE and
TRANSPORTATION. The North Latah County Highway District is _the_ government
entity that is responsible for transportation in most of Latah County,
including the rural areas surrounding Moscow. So, if you are concerned
about LAND USE in Latah County then it is importatant to be talking with the
TRANSPORTATION decision makers - the Highway District.

Unfortunately, most people don't even know of the existance of the NLCHD,
let alone work with it to involve public participation in the decision
making process.

Communication and public participation, and planning are strong elements of
my campaign platform. I will introduce these ideas to the Highway District.

YOUR SUPPORT IS CRUCIAL! These elections are traditionally have low
turnout. So, your vote is very important.

North Latah County Highway District Commissioner

What is the North Latah County Highway District?
The highway district, which covers the northern three-
quarters of Latah County, spends more than $2 1/2
million in tax money annually and is responsible for all
the county roads and bridges within the district. The
district commissioners are the stewards of our public
rights of way and should be responsible for planning
for our transportation needs in the future.

Who can vote?
Any registered voters living in the district, including
the towns of Moscow, Troy, Bovill, Deary, Potlatch,
Princeton and Harvard.

Where and when do I vote?
The district will not reveal the location of the polling
places and voting times until July 19, 1995. The
election will be held on August 1, 1995. Polling
information will be available after July 19 by calling
the district at 882-7490 or Fritz at 882-5860.

ISSUES
1. Encouraging public participation and communication--
* Fritz will begin a public input and planning process.
* Fritz will create an environmental review program for road-building
projects.
* Fritz will institute a cooperative planning process with city, county,
and state agencies.
* Fritz will promote respect for, and communication with, bicyclists,
walkers, and equestrians.

2. Including consideration of alternative transportation--
* Fritz will support application for state road enhancement grants now
available.
* Fritz will promote innovative transportation programs now tested by
other highway districts in Idaho, including van-pools, bicycle and
pedestrian pathways, and bicycle-friendly road surfacing.

QUALIFICATIONS AND EXPERIENCE
* Latah County resident since 1980
* Ph.D. in Physical Chemistry 1981/consultant in environmental
chemistry, 1985 to present
* president, Moscow Food Co-operative Board of Directors, 1989 to
1992
* member, Board of Directors of North Central Idaho District
Regional Public Transportation, Inc.
* Transportation Program Director, Palouse-Clearwater
Environmental Institute, 1993 to present. Duties include conducting
bicycle safety workshops for the Idaho Department of
Transportation, creating and administering the Latah County van-
pool system, promoting the Pullman-Moscow commuter bus, and
leading public participation campaigns on local roadway
construction projects.
