How about just a little one to start with:
sidewalks on BOTH sides of the streets in any new developments
(no variances) and along any streets that are redone or planned for
reconstruction.

With that the Council could start working towards adding sidewalks to roads
that need them for safety (e.g. F street east of Mt. View) and working
towards a larger goal of making Moscow more bike and pedestrian
friendly through sidewalks, bike lanes, linear parks, etc.
